JOB OFFER
Ensuring that ships, seafarers and maritime service providers comply with applicable maritime legislation and relevant maritime conventions; to give effect to the objectives of the Maritime Safety Authority of South Africa (SAMSA) and the Instruments of the International Maritime Organization (IMO).
KEY PERFORMANCE AREAS
Ship inspections and surveys:
Carry out all inspections, audits and legal recognitions in accordance with applicable legislation and other relevant regulations related to the prevention and safety of marine pollution.
Give effect to our obligation under the relevant Instruments to Code III (Tonnage, COLREGS, Cargo Line, SOLAS, MARPOL)
Engineering exams and accreditations:
Give full effect to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, in accordance with the provisions of section AI / 8 of the STCW Code, under which all training, assessment of the competence, certification, including medical certification, endorsement and revalidation activities are carried out, applying the corresponding national legislation. Comply with the SAMSA Quality Standards System to ensure alignment with STCW.
Legislation policy and regulations:
Review, recommend and contribute to the drafting of maritime regulations and modifications.
Review and write marine notices and marine circulars.
Review, recommend and write SAMSA policies and procedures.
Participate in ad hoc projects when necessary according to the level of responsibilities.
Loss / Incident Investigations:
Conduct casualty / incident investigations
Produce reports and make recommendations on time.
Play an expert witness role in a Maritime Investigation Tribunal.
Stakeholder management:
Provide consulting services to industry stakeholders.
Participate and report on local, regional and international forums and make recommendations.
Manage and interact with stakeholders in accordance with SAMSA’s core values.
MINIMUM REQUIREMENTS
Second Engineer> 3000 kW STCW Certificate of Competency, preferably with all academic and maritime services for Chief Engineer COC / or Master COC (unlimited)
STCW auxiliary courses and any other equivalent training
Sailed at the rank of Second Engineer (experience at sea) / or Sailed at the rank of Director General (experience at sea)
PREFERRED QUALIFICATIONS, TRAINING AND EXPERIENCE
STCW compliant COC – Chief Engineer> 3000 kW (STCW III / 2 – no limitation) / or STCW compliant COC – Master (STCW II / 2 – no limitation)
STCW auxiliary courses
Sailed at the rank of Chief Engineer (experience in the high seas) / or Sailed at the rank of Master (experience in navigation)
Maritime / maritime experience for a period of 2-3 years in a management position
Driver’s license
Own transportation
Preferred Medical Clearance Certificate – Obtained from a SAMSA approved physician
